The European Union has committed 83 million euros for 31 projects to help the Roma in Romania but few of the funds have actually been spent. A failure that is being blamed on Romania’s public institutions accused of ethnic discrimination. EU Social Affairs Commissioner, Laszlo Andor, visited Bucharest last week: «Europe isn’t just about money, but values and fundamental rights», he said.
