Local governments in The Netherlands have always played an important role in international cooperation, with the strong support of the Association of Netherlands Municipalities (VNG). In the 1990s, the VNG set up a specialist branch, VNG International, to manage the international cooperation programmes for local governments and local government associations.
A peer-to-peer cooperation programme of Dutch municipalities has existed since 1993, currently known as LOGO South. The programme facilitates around 65 partnerships in Benin, Burkina Faso, Cambodia, El Salvador, Ghana, Guatemala, Indonesia, Mali, Namibia, Nepal, Nicaragua, Palestinian Territories, Sudan, Tanzania, Rwanda, South Africa and Uganda. In these countries 51 projects are being implemented.
“The programme concentrates on the fields of local government where practical sharing of experience can be of most benefit”, says Hans Buys, LOGO South Programme Director.
The overall budget for the LOGO South programme for 2007-2010 was around ? 28M and the annual 2010 budget was ? 9M. The annual budget for each of the municipal partnerships ranges between ? 30,000 and ? 130,000 with an average of around ? 100,000.
