ITALY: The government abolish the “5 for 1000”

The new italian Finance Law 2007-2011 takes off the possibility for citizens to donate money of taxes to charities instead of to the State

The Government?s decision doesn?t find a a positive feedback in the Third Sector.
A group of experts, at the instance of the Agency of Onlus, wrote the first White Book about the Sector, presented some days ago in Milan, in which is marked that rearrenging fiscal benefits in favor of the Onlus and every one who is supporting them with voluntary work, donations and partnership, is the main tool to encourage their growth.
But the Government doesn?t agree with this belief and in the Finance Law of the 2007 decided to suppress the ?5 for 1000?: a regulation introduced by the previous government to allow every taxpayer to give part of his own fees to charities.
According to the expert? s report the economic dimension is very important for the Third Sector, as shown by the last Instat information about the financial income of the Sector, that amounts in the 2001 at about 37,8 bilions of Euro, and the outcome, that is about 35,7 bilions.
That?s why experts suggest the Agency of Onlus to reorganize fiscal benefits for these realities, provided that the tie between financing and his social aims will be guaranteed in an advanced and more effective way.
