Senegal has a long history of decentralised cooperation that was made official in 1996 with the “laws of decentralisation” that give Senegalese Local Authorities (regions, municipalities and rural communities) the right to sign agreements with local and regional authorities from foreign countries or with public or private international development organisations. The European LRAs play the largest role in Senegal. According to the agreements drawn up by the Direction of Decentralised Cooperation (DIRCOD), Senegalese LRAs concluded 112 partnerships with European LRAs: 72 were French, 22 Italian and 18 Spanish. Between 1994 and 2008, over ? 78M were allocated: ? 57.7M from France, ? 18.5M from Italy and ? 4.45M from Spain. Saint Louis and Zinguinchor are the Senegalese regions which absorb the majority of the funds. With regard to the sectors, the French LRAs mostly invest in education, youth, professional training, rural development and local governance, while Italian LRAs are committed to primary education, environment and healthcare. Today decentralised cooperation programmes are increasingly more oriented towards supporting local governance and the economic development of Senegalese LRAs.
