Sweden spends more per capita on development aid than any other EU country, according to Concord’s AidWatch report for 2009. It allocated 1.12% of its GDP to aid for development, ahead of Luxembourg (1.01%). The report also forecasts that Sweden will meet its 1% goal for 2010 but warns that by shifting some of its spending on aid to climate measures within Sweden it risks breaching the Kyoto Protocoll.
